About Dr Baxter
Dr Andrew Baxter is a consultant gastroenterologist with sub-specialist expertise in hepatopancreatobiliary disease and advanced endoscopy. His clinical practice includes inpatient and acute gastroenterology and general internal medicine. He provides independent medico-legal opinion in civil and clinical negligence matters.
He is a current NHS consultant with regular advanced endoscopy practice and accepts instructions for screening opinions, breach of duty, causation, and condition and prognosis reports.
All medico-legal opinions are prepared independently, objectively, and in accordance with the expert's duty to the Court or Tribunal. Instructions are accepted on the basis that any opinion provided will be impartial and compliant with CPR Part 35 and associated guidance where relevant.
Instructions are accepted from claimant and defendant solicitors, insurers, and the court in relation to civil and clinical negligence matters.

- Clinical negligence reports in gastroenterology, hepatology, and general internal medicine
- Subspecialist opinions in pancreaticobiliary disease and advanced endoscopy
- Cases involving diagnostic and therapeutic endoscopy, including ERCP, EUS, and related complications

Availability, fees, turnaround time, and terms of engagement are provided on request and confirmed before acceptance of instruction.
How to instruct
For efficient case review, please include pleaded allegations, a concise chronology, and specific questions to be addressed where available.
- Please provide a letter of instruction, relevant medical records, and any key pleadings or witness statements where relevant.
- Bundles should, where reasonably possible, be searchable, clearly paginated, and free from unnecessary duplication.
- Availability, fees, turnaround time, and instruction-specific terms are confirmed in writing before acceptance of instruction.
- Screening reports, breach of duty reports, causation opinions, condition and prognosis reports, conferences with counsel, and court attendance can be discussed at the point of enquiry.
Turnaround time
Standard turnaround time is usually within 6 weeks after acceptance of the instruction and receipt of the bundle, although this may vary depending on workload and complexity. Urgent reports are typically possible by prior agreement.
Secure document upload
Solicitors and instructing parties may upload case papers and supporting documentation using the secure Microsoft 365 portal. Files are transmitted over an encrypted connection and stored within Dr Baxter's Microsoft 365 environment. Access is restricted to authorised personnel only.
Before uploading, please ensure you have the client's consent, that documents are clearly labelled with the case or reference number, and that your covering letter or instructions are included.
